to prevent throw

Issue :
zone and fort throw for city.

Suggestion :
1. defender incentive to prevent throw
2. attacker incentive to encourage attack

1. Defense
you have to defend end zone/fort for upgrading your city.
call it muster or conscript or war fund or whatever. investing city defense.
invested city = more loot for taking.

it's same until rank 2. after that, it should require player actions to rank up.
similar with orvr supply system.
successful fort defense provides higher resource than end zones.
for example 1 fort defense = upgrade rank 2 -> 3

2. Attack
after successful defense you should attack. or keep attacking if you did it before.
city winners treat as if they won higher city rank.
for example, your city is rank5 after successful defenses. attacking enemy rank 2 city still gives rank5 reward if you win.
it's reason to defend city. also to attack city.

attacker's lose still follow higher city rank but as loser.
defender's lose follow lower rank.
defenders have to win.

3. End
both city rank should be reset. winner rank2, loser rank1 perhaps.
else xrealmers will gather at higher rank attacking side.

Don't think it will stop the endless 1star zerg, most of the pugs pushing will get 1 royal (if any) anyhow, so it doesn't matter to them.

Players would defend to rank up the city, then throw to get the rewards.
