Return of Reckoning

So I'm a fan of the lockout for xrealming, I think it should be a lock until a city is finished, but I'm not as much of a fan of the fact you get a lockout if you play scenarios. This means if I go play on an alt, queues aren't popping, but I'm locked to that realm -> locked out of playing. Not to mention I feel it harms pop balance for scenarios, since sometimes in primetime you get much slower pops if your faction is outnumbering the other one - meaning you can't go to your other faction alt to get faster pops for everyone and better balance.

Anyway I just think scenarios shouldn't trigger a lockout on their own. Only rvr.
