WH/WE- Group Buff

Being wanted in group play depends on a couple of aspects. AOE, group buffs, Mobility, Burst etc. With these new WH/WE changes we are so close to actually being viable in most group play. I have one proposal that might push it over the edge. Give us a Group Buff. As it stands - KOTBS, SM, BW, Engi, RP, AM and WP all have group buffs. My proposal is as follows.

WH- Final Cleansing: Group buff which lasts 1 hour. Each attack on an enemy has a X% chance to burn target for Y damage over Z time.
This will be paired with a tactic - Critical Cleanse: Any enemy with the Debuff "Final Cleansing" will be 5% more likely to be crit by other group members.

The WH already has a tactic that cause the heal debuff bullets to make the target more likely to be crit.

I truly believe this buff will make WH/WE more likely to be wanted in groups. Would love some feed back as I might be missing something that makes this too OP or useless.
