Return of Reckoning

Usually when i get hit by a melee character or let's say a WE is throwing axes at me i can't cast my on-move-abilities for example the spiral fletched arrow. The cast bar loads normally but the arrow won't be fired and the damage won't work. So I end up kiting a WE and not even doing damage. But if I stand still for a bit and cast it without moving then all the abilities start working normally.

Is this normal or what?
