Return of Reckoning

Hi im currently planning my gear for WH and i like to go for red eye set+the great oathstones+xokha+inquisitors fury tactic which adds up to 90% AA speed reduction on a 1.8 speed weapon, so theoreticly you end up with 0.18s AA?? that sounds too good to be true tbh, is there any speed cap?

100% is the cap, and it wouldnt be 0.18

At 100% auto attack haste with a 1.8 speed weapon you would auto attack every 0.9 seconds
