"Connect" Grayed Out, and Cyclic Error Redundancy Error

Hello, I am unable to log in; i've tried doing the network resets via cmd, i've restarted my system multiple times. Seems to have patched and now it won't connect. It's not my installation. I've had this installation since the early days of RoR when the cap was tier 3, and honestly couldn't tell you the steps I took to do it back then. Any advice would be greatly appreciated.

Here is the error.

I believe you're the same person who Lilim replied to on Discord. So I'll paste Lilim's answer here, in case you didn't check Discord:
