T1 Order epic quest Emperor's Mandate

I can't start this questline. According to the wiki, it's started by talking to Old Duffer, the smith in Empire chapter 2. However, I can't talk to him, he's just a normal blue NPC without a quest icon over his head and clicking him does nothing. Is this quest broken or do I have to do something special?
