"Battlebrew Backpack cannot be used as appearance item"??

Backpack is level 5. Cape is level 17. If i can apply level 5 shoulders, boots, chest, or gloves to my level 17+ gear, why can't i do it with the Backpack?
Receiving this message today(title of thread) on my lowbie Engi. I got the pack last week early on during Keg's End with my Engi. Didn't mail it from another character. I did NOT buy it. I got it as loot off of a giant with my Engineer.
What's odd is that last week I could use it as an appearance item on several of my Destro toons. Haven't checked them yet to see if the same bug is occurring. I dont dare because it may not work once removed.
Again, I DID NOT PURCHASE OR MAIL MYSELF this pack from another character prior to "fix" that made the packs BOP.

The backpack does require a certain rank to be used (also as appereance). You're engie is probably too low rank.

Backpack is level 5. ENgi is rank 19. Cape is rank 17. I can apply level 5 glove, level 5 boots, level 5 shoulders appearance to all my current level 20-24 gear items. Why not the pack?

I guess my Engi will forever be running around with a level 5 Battlebrew since I can't use it as an appearance item.
Makes zero sense as to why I can't apply lvl 5 Battlebrew pack appearance on higher level capes. I can do it with any other item. My Engi isn't my Engi without that Backpack appearance.

I've tried it with several capes. Level 5 backpack, level 17, 22, 26 "green" capes. Can't apply Battlebrew appearance.
Devs broke something when they patched BOE to BOP. Please fix! My Engi isn't my Engi without that Battlebrew look

Sov and bloodlord are also backpacks looking even cooler. No hope is lost yet.

Right but the appearance should by all means. be working.
Level 1 "plumes of the eye killer" appearance cape works with level 1-40 capes. Level 5 backpack appearance should work with higher level back items.
