Can we get an SC quest turn-in NPC in the areas outside of city when city is happening?

If city happens, there are almost all important NPC outside. You can change renown, specialization, go to auction, but this one is missing.

Every sc should have an Quest Turn in npc so you can roam rvr in the time your are waiting for sc Pop and dont have to Go City to drop the quest

This is intentional, in order for players to meet at a centralized hub to find each others to form parties. It just doesn't work like that.

and what if you have your group and want hand in your quest anytime after the SC? you are forced to sit in the City.
You can Always seach for PPL in the lfg Chat
but that's just my opinion

Yep the npcs that give you the quest should also take in the quest too.

Or, you know, revert the change to sc quests allowing them to stack - this way while the city is on (or you're out roaming with friends) you can still que scs and return all the quests in bulk
