the Empire player character is a double agent. when you first create your empire character your first location will be a road leading to Grimmenhagen Village. the first NPC you'll encounter is the Griffon Recruiter, she's out of uniform not wearing proper colors of a Griffon soldiers/Recruiter that is seen in Altdorf, the next NPC is Samuel Twitty. at the Empires starting location the road is blocked behind you by tipped over carts and you are made to believe that your a refugee who has taken up arms against the invading Norscans. you speak to the Griffon Recruiter and she's expecting "reinforcements" keep in mind the that the road the new coming army is marching on is blocked.
the Griffon Recruiter and Samuel Twitty aren't blind they clearly see the carts blocking the way, those 2 people and the player character blocked the road. you are tasked to speak to Sargent Samuel Twitty is standing next to his tent but have you ever looked behind it, there's a corpse conveniently hidden out of sight. when you interact with the corpse it carries a letter which indicates the corpse is a messenger. the messenger was tasked to tell the people of Grimmenhagen and the rest of the people of Nordlands to flee from the impending chaos assault. why are 2 military officials hiding a body of a messenger? perhaps they ambushed the messenger, killed him, and hid the body. the player plays a big role tricking the griffon army into marching to the Chaos Wastes, anything that walks into the Chaos Wastes doesn't make it out alive, or normal.
the Empire quests doesn't really target the followers of Tzeentch, they mostly ask you to kill the followers of the other competing gods, Nurgle being the most prominent in 4 zones. the few quests that do target the followers of Tzeentch are mostly named NPCs who might have decreased the god.
the NPCs are the Empire starting zone arent hostile to the members of Destruction
