Any way to permanently highlight a skill icon?

Hello!
I'm using Textured buttons addon that I use to change the skins of skill bars. When mousing over an icon it gets highlighted i.e its graphic changes according to the skin I'm using.
Is there a way to make highlight of a single skill icon permanent and then change the permanently highlighted skill later with a command?
