Hi, I'm a wp lvl 19 ....could you tell me which sets of armor and weapons I should complete at each level and how to acquire them?

The RoR wiki (link on top menu) is listing almost every armor set available and the way to acquire.

In short, and that's for every class, doing RvR will earn you tokens for Main Spec armor sets (healing for healer, ect.), while Scenarios will give you tokens for Off Spec gear (dps for healers and tanks, defensive for dps). Usually PvE gear (Public Quests and Dungeons) is main spec but some are off or mixed.

All sets are detailed on the wiki anyway

I will take out the ability names for you sine they are BW related. and hopefully it can give you an overview of when you can get new armor, weapons and accesories:

(M) is mastery abilities/tactic
(T) is tactic unlock
(A) is ability unlock
(i) for item unlock

Level 18: Green vendor accesories(i)
Level 19: Int + wounds green helmet from vendor(i)
Level 20: M2 Focused mind(A). New Scenario weapons(i)

Level 29: New scenario weapons + oRvR armor set with int(i).
Level 30:
Level 31: Last level of lvl 48 bolster, next level you will be bolstered to lvl 40 only(!)
Level 32: 4th tactic slot(T).
Level 33: Green Accesories from vendors(i).
Level 34: New Scenario weapons(i).
Level 35: Scenario/orvr armor with int bonus(i).
Level 36: Gutslime weapons useable(i).
Level 37:
Level 38: 660 armor potions useable and +mainstat potions(i). 100g mount available(i). Green accesories from vendors(i).
Level 39: New scenario weapons(i)
Level 40:

The vendors are all gathered in the capitals in the same area. go check them out to keep your accesories up to date if you dont drop them from pve/player/bags
