Lockout timers should be on logout, not login.

If the issue is not waiting to have people locked out of the game, then when they get rvr flagged and have "lockout" active they turn into chickens.

Why not?

Timers on login make sense only if you want to avoid stopping people playing.
But there must be a limit to what they do, as otherwise there lock is no lock at all.

xrealm should be only allowed if u want to join the lower populated side
