Quest question: self fulfilling prophecy

after i finished all detail in the quest, the npc haven't summoned after i kick the stone, is it bugged?

it is likely. many quests are a bit buggy and some aren't fully implemented the further you go into the game. it would be worth posting on the bugtracker.
