[IB] Shield Mastery & Seasoned Vet Interaction

If and how do these two IB tacts interact or do they cancel each other out ?
Shield Mastery Tact: Increases your chance to block attacks by 10%, and you take only 95% damage from all attacks while you are holding a shield.
Seasoned Vet Tact: Whenever you block an attack you will take only 85% damage for 5 seconds.

I am really enjoying IB SnB. having played a few specs since 2016, i dont understand how i overlooked IB for this long.
