Smuggler gear

How do you get it? Where to get what you need to get it, asked a couple of time in /Advice but only got vague or troll replies
Depends on the Side i know in IC the merchant is southwest of the pyramid where you train skills in a little sunken bar area on a pile of skulls. Order i think he is by the bank but im not a sure with that one.
As far as what do you need you need to get it. You have to trade a subj cloak for the smuggler weapon and the Subj Weapon for the smuggler cape.
