[Shaman] "Scuse Me" bugged or rebalanced?

5 Mar 2021 Scuse me was deal ~50% of tooltip but I'll Take That! deal ~150% tooltip damage
now I'll Take That! work correct but Scuse me still deal just 50%
mirror AM ability is work good
question:
Scuse Me is rebalanced to low damage without any explanations or can't it be fixed for more than a year?
