BG - Feeding on Weakness broken is intended or?

Hi,
I started playing Blackguard a few days ago and quickly realized the 'Feeding on Weakness' heal portion is broken. It doesn't scale with hate at all. Even with full hate it only heals 25% of damage dealt.
The purpose of my post is to ask: is this broken or intended to not scale with hate now?
If broken, will it be fixed in the not too distant future? if intended, would be helpful if the skill tooltip info was updated as it currently says at 90 hate should expect to be healed 75% of damage.
The reason I didn't put this on the Github page is I looked at it and there was already atleast two different players posting about it back in early February but both tickets were closed, referencing the other ticket and with the vague response added that this was already "known", without any elaboration or colour.
