Return of Reckoning

if i use wrath of hoeth it only triggers if i have a second target in the aoe, but it never hits/affects my actual target.
tested it with training dummies by checking the debuff via buffhead and by looking at my dps logs/parse with same result: my actual target never gets hit by the damage or the debuff (the surrounding training dummies in aoe get affected though).

is that a bug or design?

It was bugged and the devs have prepared a hotfix for it alongside some other bug fixes related to this patch. Sorry for the inconvenience.
