Triumphant Endure Bonus

To all those smarter people than I out there. Has anyone done the testing on the Endure proc? Does it proc off guard dmg? How many toons can it affect? Does it have an internal cooldown? Thoughts on going full Triumphant vs Def Sov? Thank you
