Assuming you're starting from rank 1, you can start with offensive ones in t1, then after hitting 16 build fully defensive until endgame (and even then, probably). At about rank 3X you'll have enough tactics and skills to go offensive and just stack parry, but after entering t4 you'll need all the defensive tools you can get to just stay alive. And ofc for warband play you'll build as defensive as possible without losing utility and then a bit more. And in every build imaginable beyond rank 26 you want to get every existing parry buff in game.
RoR doesnt deserve being taken seriously.

After hitting lvl 40 you should try to get your conqerer set. This allows you to be maintank for pve. You will find a group much faster (incase of bbbe tanking will be the only choice because 90% of the time people go 1 tank, 3 dps 2 heals for bbbe). 4 Dungeon runs of bbbe and bs and you got full sentinel and full bloodlord set. Sentinal ring and boots (cause +parry) rest bloodlord and deffproc 2hand weapon from bbbe and you got 2nd best offtank gear ingame. Save all crest for warlord/offsoverreing/triumph set.

For full build BG needs rr70 (thats 1 of the downsides), 2 builds as 2hand are common: This gives you high thougness, parry and ae slow: RoR.builders - Black Guard

This gives you the spammable outgoing healdebuff:
RoR.builders - Black Guard

Have fun.

You can tank GB / BBBE with ruin/redeye mix using wounds talis as SnB, thanks to None Shall Pass and high parry, if you want to skip conq.
SM - Arhalien +80 | AM - Shaheena +80
ZL - Wildera +70 | BG - Blackcrow +70

Endgame wounds goal is at least 9,5k, 10k is considered good on destro. Rest goes into str for parry bypass. Sentinel talisman should be a crit one, for the tactics. Go full parry renown, then about 2 futile strikes, rest into crit/str. Also quick escape, various movement procs are huge for tanking.
Edit: after getting to endgame gear if you aren't too concerned about survivability you can probably slot full str talis, will definitely make your damage better and parry gets you very far by itself. Ultimately however the talisman investment is a personal preference, it will usually be some mix of wounds, toughness and strength. Just don't get too squishy, especially if you expect to play into something sweaty.
RoR doesnt deserve being taken seriously.

IB-SM > BG > BO > CH > Kobs

SM/CH deal good damage against other tanks and are consistent, chosen has tons of crits but not that great against squishies and very bad against healers... Duo glass cannon SM melts everything way faster than duo chosen

IB/BG/BO very good against low armored and can put presure on healers, BG antidetaunt is clutch, IB has tons of burst good crits and infinite buffs, BO has biggest crits but bad ap and very bad against range.

kobs has infinite ap and cand holdup 1v1 against the rest of tanks but only with ultra regen and reflect damage.... which sounds boring as hell.
im pretty sure kobs have an "antihealer" build somewhere, antidetaunt is op maybe as a glass cannon can do some work.
Chosen Dahaka RR88
BO Zamedi 80
