[Magus/Engineer] Summon tactic implementation into base abilities

Proposal:

Working the following tactics into the base pet summoning abilities:
-Engineer: Well-Oiled Machine
-Magus: Chaotic Attunement

This would result in the 3 pet summoning abilities for both classes being instant cast, and resummon/redeploy costing no AP to cast. Cooldowns are unaffected.

Reason:

Due to the swiftly changing frontlines in RvR and scenarios, these respective tactics are practically a must have for a large majority of play - forcing these classes to usually run hampered with only three real tactics to use for their builds. This change would enable both classes to have better responses to the ebb and flow of the fights as well as being able to contribute more to their teams. Seeing as both classes have the exact same tactic this would be a balanced change. The tactic itself wouldn't even need to be reworked. It could be if devs were so inclined, but it could also be removed entirely or simply left as an unused defunct core tactic if that is easier until future revisiting. Working this tactic into the base abilities would be a large QoL change for these classes.
