[WE][Broad Severing] AoE/Dmg - Adjustments

Hey,
i want to suggest the following change to the tactic Broad Severing:
Option I: Drop the 10% Damage Reduction Part, since you can only hit 2 additional targets.
Why? WE is a Light-Armor-class, while Slayer/Choppa has Medium Armor and their tactic only reduces the base damage (not the total damage) and increase from 3 -> 24 Targets (WE 1 -> 3).
Option II: Remove Tactic and make Slice by default 10% less damage but hitting 3 Targets.
Why? WE has no real AoE and since this ability is only hitting 3, it should be based into slice. There is still Agonizing Wounds for Single Target purpose.
Option III: increase the Target count to in maximum 9 Targets. This would give WE an opportunity to be used in warband composition out of single target only.
Why? Since Slice is still reliant on Armor Penetration and WE has no access to 120Str and 120Ws tactic they are behind the armor penetration of Choppa/Slayer, in order to match that armor pen they need to slot a tactic for armor pen and place their frenzy for that.
