Bolster not working in T2-T3 scenario The Sacellum Arena

My understanding was that if I queue as a level 21 character to Scenario I will get to play with bolster. However, this did not happen today while playing the event scenario: The Sacellum Arena

Can you please take a look if it's possible to bring back bolster there and level the playing ground or if it works as intended and it's a slugfest for level 35-39 characters now (better gear, pots, and all) vs level 16-25 characters? This is an event scenario so it is really painful.
