Marauder have same tactic bug on stance tactics. I already put this on bugtracker while ago.

Out of curiosity was this fixed with the new ability system or was it more tactic switch related?
Guess I'm really asking if the new system will be patched in in one go or if you can convert ability by ability?

Unfortunately to see snare puddle you need to have abilities effects enabled :(

i cant see mistress of the marsh now even with "play ability effects on: all" option
and yesterday it worked.
any idea to fix that?

Did you try it? isnt it just visual bug? What happens when you change zone or enter scenario?
I was able to equip 7-8 tactics on SH and get procs/effects on dummies and constructs, but as soon I change zone or enter scenario, original tactic set being forced to use - means only 4 default active.

Which part of video settings i need to change/enable to see puddles on custom settings?

No, the original plan was to try and make the two ability systems co-exist and gradually switch abilities over. But that proved to be too complicated to get working as many abilities, buffs, debuffs etc interact with each other in many different ways.

So once the new system is done the switch will be done all at once.

It is currently mostly working for all the player abilities with the patch 1.4.8 ability data. But some testing and bug fixing still remains on that. We are also working on fixing dungeons to work with it and bringing over most of the RoR class changes to it.
