Name Change

Does name change still have a 40/40 req? I don't have any such levels. I saw a post from staff from forever ago that said the req might change/drop.
I couldn't name a character that I have because it was already taken, by me, 6 years ago. After logging into this account that I forgot I had, all of my characters had numbers after their names, names re-taken by me 6 years later, except one. It had survived the years, and the April 2021 patch that starting purging inactive names. It is the name that I would like to reclaim today.
