New crafting Profession Idea.

Hi, While having a chat with friends regarding haw to make this Game, a bit more in-depth and have new goals to achieve, we came to an idea of creating a new crafting profession.
The idea revolves around upgrading existing armours by having to gather materials of some sort to increase the item level of your Items.
Example: we have an annihilator armour set, and we would like to improve it so that the stats and set bonuses would be increased to mach the higher sets. The person willing to put in the word would be forced to gather some sort of materials. To increase each armor piece level and going 1 level at a time for each piece.
This would allow to add more depth to end game BiS concept, and also provide goal for players that managed to acquire all the sets and having no idea what to do in game with their crests.
Problems with the idea:
- Who can improve the items, since armor pieces are Bind on Pickup you can’t trade it to crafter to get it improved, which would force every player who wonts this to be forced to level this craft which is not the goal?
- Should the max level of items be limited to SOV item level or each tier should have its own limit?
- Where the materials required to improve items, be gathered from. PVE / PvP, or mix of both?
- Should there be an option to increase the number of set bonuses or set pieces, example would be adding the Boodmoon jewllery piece to bloodlord set, if such items exist?
- Is 1 item level at a time a bit of overkill?
