BW Low RR AoE RvR Build?

Just starting out on my Bright Wizard after couple year hiatus. Wondering a good leveling build to rank up my RR in RvR / Scenarios?
Stack int nd crit the more you can and spam rain of fire while slot cd reduction tactic.
Then slot ista cast spell tactic on disrupt.
Try profit by those 2.
Well low rr was generic so its the best i can do.
