I heard there is a downgrade method to make a 40LV character stay at the t1 RVR zone.

Can anyone get me the /command?

No such thing. You can reroll though.

They did a T1 RvR event like 2 years ago where the chicken debuff was removed which was fun. I hope that's coming back again for a week or two.

There used to be a scroll that reduced XP so you could stay in lower tiers longer. But it was removed because veterans were abusing it to farm less experienced players.

Is no way to stay in t1 after lvl 15 and not become a chicken in orvr. Pve you will get downgraded and lose tactics / buffs / skills.

That potion (for drastically reduce XP) is no longer in the game. Explanation from Scottx125 is correct.
You can only make new characters over and over again.

Back in a day there were debolster conditions which were iirc - no more than 3 mastery points spent, gear in each slot not higher than cr13 (dont recall exactly) and 10 renown points spent. However those conditions are invalid at the moment, you cant debolster into t1 for a very long time.

I have a character slot open for rerolls. I feel the mid-tier bolster in oRvR and SCs is some of the most fun to be had in the game, especially when it comes to off-specs. At least imho.
