Increase RR progression at lower ranks.

Hello, i just came back after more than two years off.
Something i thought about that could help new people "catch up" a little bit here.
It was introduced a long time ago on DAoC (another very RVR focused game with RR) was a higher realm renown earning the lower rank you were.
Up to rank 5 you had a +75% passive bonus. (which would be around rr 40 here i guess), then to 6 you had 50%, to 7 35% etc etc
It didn't boost too much, just helped to catch up a "decent" realm rank for competitive balance.
