Hey,
there is already an open bug tracker ticket about this issue.
Devs are aware that he acts a bit awkward.

Like Lilim wrote, we already have some nerfs coming up for Skarlok shortly. (He will still heal, but his heal cooldown will be much longer.) If he's still extremely difficult to defeat after you see those changes in the patch notes, please let us know and we'll review it again to make sure it's possible to clear with a group of level 36+ players.

The skarlok is still healing insanely, it is still bugged like before unfortunately

It's incredibly easy to kill you just need to drag him around. He only heals when standing still. This boss is completely fine.

Yup, tank just backpedals the whole fight (press S and just drag him around in a circle) and its a cakewalk.
