i tried what you said it still didnt help. Thanks for trying tough.
i hope one day i can get it running
it seems to give some error in RoRlauncher_d3d9 log
err: D3D9SwapChainEx: Failed to recreate swap chain: VK_ERROR_NATIVE_WINDOW_IN_USE_KHR

Yeah. Im out of ideas sadly then. Maybe your GPU Drivers aren't working correctly.

That error seems to be a Windows drivers not working well with multiple vulkan swapchains for the same window.
works perfectly fine on linux.
you can try maybe older dxvk?
