Level 10 Vendor?

So I’m looking for a certain bit of kit (Shieldbearer’s Defender of Merit) and I think I need to find a Vendor selling level 10 weapons/armour.
But the vendors are only selling either level 9 or 11 stuff! I’ve tried grinding some events nearby but nothing’s dropping it either. That’s in the Dwarf, Elf and Empire maps too.
Am I missing something obvious here?
