Return of Reckoning

Problem: Gear for a fresh 40s puts them at a significant disadvantage to the existing population.

Suggested Solutions: 1) Make Rare Fortune available for purchase with War Tokens (PvE currency), BOP, and increase the minimum career rank requirement to 40
2) Make Onslaught available for purchase with War Tokens and remove the renown requirement.

Reasonings:1) Rare Fortune already exists and is the same item level as Redeye. Highly recommend minimum career rank of 40 because it is currently wearable by sub 40s and making it more widely available will make mid-tier scenario play worse.
2)Onslaught is conqueror-level gear and is unattainable, even with functional CH22 PQs, it is a very difficult set to attain for the power level it provides. Onslaught is currently the only PvE gearset to require a renown rank req for no discernable reason.
3)Increasing the availability of both sets will provide a clear path to a functional 40 gearset "floor" for all new characters. These sets represent a significant power increase over merc/anni/ruin but are also outclassed by sets already in the current gear progression.

To be honest improving the overall pve gear item level and coresponding stats could be a solution. Best example would be beastlord witch is a CR 40 Req, and has a lower item level than Mecenary, Ruin or Annihilator sets (and its stats and bonuses, I asume).

Why not both? at 40, there should a plethora of available gearing paths to get someone to a baseline level of functional competitiveness. The utility classes, tank and healer classes, require completely different stats depending on spec (especially DoK/WP). Having a wide availability of sets to accommodate different specs/playstyles geared to a fresh 40 is a good thing. Getting deleted, or being forced into a spec/playstyle, because of gear is just not fun.

Rare Fortune and Onslaught already exist in game and implementation of a vendor would be an easy fix that would not require the play testing and balancing as re-itemization would. These sets are just incredibly difficult to obtain, negating their intended use-case. This is especially true for a new player.

Rare Fortune is rarely fielded due to it being a BOE random drop set; therefore, it is expensive to procure from the AH.

Onslaught, when it was available, required a coordinated warband, which were all comprised of veteran players. I'm willing to bet that the majority of characters who obtained and used Onslaught were established players on alts playing with other established players.

Neither set is powerful or would overshadow existing sets. Their increased availability would just help alleviate the current gear gap between fresh 40s and veteran players
