[KotBS] Re-envisioning Well-Trained tactic

Hello dear RoR community,
In the wake of upcoming patch which is aimed to rebuild both Weapon Skill and Initiative stats, I too tried to test the impact of the patch's changes from the perspective of Parry shortage on 2-hand KotBS. The final result is in the screenshot below from the PTS, in, what I believe, the best gear-potion-talisman combination for the max reachable Parry for 2-hand KotBS without losing too much other important stats:

Considering that 2-hand KotBS is the only tank in this game who doesn't have any Parry ability/tactic/morale buff available to use, I propose to change a tactic named "Well-Trained" and make it viable for 2-hand builds. Right now this tactic is working like this:

In my humble opinion, this tactic is nearly useless for both 2-hand and snb builds in its current state because:
1) Right now KotBS has an easy access to both AP regen aura and AP regen tactic which are both far superior choices than Well-Trained tactic. I won't even mention of other external sources of AP like AP pots, RP's AP regen tactic etc
2) The selection of Smashing Counter, Shield Rush, and Vicious Slash abilities is quite odd for me at least, because one of these abilities is only accessible from the middle tree (Smashing Counter), while another is only usable with shield (Shield Rush). That means that right now Well-Trained tactic as a whole is more useful to shield KotBS builds.
So, what is my proposal then? It is quite simple: in my opinion, Well-Trained tactic should be entirely re-envisioned and work like this:
"While wearing a Great Weapon, your chance to Parry is increased by 5%, and additionally by 5% for each stack of Blazing Blade applied, up to 20%".
How hypothetically would it work? Well, bearing in mind that Blazing Blade can stack up to 3 times on any enemy, has no cooldown time but can be cleansed, it will allow the 2-hand KotBS, on the one hand, has an extra constant 5% Parry while wearing Great Weapon and also grants a chance to reach 20% Parry while using Blazing Blade ability. Enemies, on the other hand, will have a chance to cleanse Blazing Blade ability or defend against it by any means available to them (it could be Block, Parry etc)
However, even this proposal has a negative side to it, and it should be noted that applying such a drastic change to Well-Trained tactic will make it highly desirable to any 2-hand KotBS builds and thus reduce the variety and impact of other tactics available to use (for example, Biting Blade tactic, which for me should have a closer look too). It will also make Well-Trained tactic entirely useless for shield KotbS too.
I'm looking forward to community opinion on my small suggestion and hoping that 2-hand KotBS, should PTS patch remained as it was the moment I posted this topic, won't be struggling with his Parry problems!

I'm a fan of the direction at least, and making things tied to BB would be a nice addition. Some quibbling with details such as, what if you put 1x BB on three targets, etc..., but that's balancing. Regardless, giving 2h KotBS more of what we actually want would be great.

I still believe the design direction for all tanks should be for 2-hand builds to be utility. All tactics should be on the table for re-evaluation to serve that goal.
