Return of Reckoning

I can't seem to move any of my abilities around in the action bar? Is this a bug, is there a fix or work around?

ESC > Customize Interface > Interface (Rider) > Lock Action Bars (check the hook)

Also make sure that the little box near upper left of ur bar isn't checked as it locks the abilities if so.
