Return of Reckoning

Is there a mistake or bug with ap pots. Clearly says "Instant" . I play a healer and when I need to flee I pop one.. now there is a 10 sec delay. Is this working as intended?

flee don't need ap. You drink AP pot after flee to be able to use abilities.
