I don't know when it happened, I haven't played for 2 years, but at the moment, after the nerf, there's no point in using these weapons for tanks, since the effect is often 2 times lower than stated, and if possible, please return it to how it was. This proc now has some mitigation it seems because of thougness.

100% Agreed and it has been probably close to 2 yrs like this:E Imo for tanks there is little use to it because physical dmg but on magus it does 20-40 dmg/heal for proc so its useless.
Pilfer has always been "true dmg" Proc meaning its always same amount of dmg/heal doesnt matter who it is. Should always be Fixed amount

There should be no mitigation for Pilfer.

Pilfer since the ability rework is no longer true damage, but physical. This means it is now mitigated by Armor.
Toughness still has no effect on it, as it was before.

Its not true dmg. It can be mitigated.

I made a test and mitigation cause of armor and weapon skill increases healing effect and reduce mitigation.

This is not physical damage but life steal, why is it reduced by armor? There could possibly be a reduction because of thougness but not armor.
The Chosen and Magus get the most reduction in healing from Pilfer proc since they don't need weapon skills at all

Even at 150 it feels underwhelming for a proc. We might do well to revisit some of the less problematic procs and adjusting their values. As a 2-hand tank I'd much rather have the +dodge/disrupt/parry proc in almost all instances. SnB I'd rather have a straight damage proc. At 150 true damage I'm sure it performs well in some situations. With mitigation it is simply not a good option.
