An option to experience PvE while leveling

I have been thinking lately about PvE.
So much work was done to rework the T1-3 experience only to never be seen by most folks. It is the spirit of the game to do PvP, and it should always be priority number one, but it also limits the game to a few zones. Some people have played this game for more than 10 years and have only seen a fraction of the maps. Also, a lot of new players begin this game with the mindset of other MMOs, where you usually quest a lot and slowly touch the PvP as you progress and get more comfortable with your class, only to realize later that you gutted your progress for renown. Some time ago, I myself wanted to play a new character and do the PvE route, not to dodge PvP but to see all the cool places and stuff. But after a while I got a bitter taste with it because I know that this character would be useless after I'm done with questing.
So maybe it is a hot take, but how would it be if quests gave you renown with a cap on, let's say, renown rank 30? Or even 40.
Would it divide the player base too much? Positive effects could be a less frustrating experience if the odds of RvR are too big or if you get farmed in scenarios. Instead of closing the game, a bit of questing would be an option. Also, it could elevate this game even more to a well-rounded MMO experience. I know PvE is not where RoR shines, but it has an old-school charm to it that a lot of people like, and it would merge the work of the PvE team and the PvP team together. Of course there would be some fine-tuning needed, like no repeatable quests that give renown and stuff.
I would also like to add that this is not an attempt to make it easier for new and old players, but rather an appreciation for all the work that has been put into the game and an idea to bring everything together.
