[Pass It On] shaman

The “Pass It On” tactic works on a target that has a “Shrug It Off” buff, healing everyone around the target except the person with the buff.
There is a discrepancy here.
You give the Shrug it Off buff to the target that will need the most healing and the tactic no longer covers that target.
I think it would be reasonable if the Pass It On tactic also works on the target (the person with the Shrug It Off buff).
