[Suggestion]Salvaging revamped?

Right now, salvaging is a bit tough to lvl. I have doubts that fresh players are able to reach a skill which allows them to close the gap between their bad gear and old players BIS gear. Yes, gear is not everything but without, you're just a pretty little pinata. It's not about making it super easy, as I know this is end-game atm, but about making it possible. (my cost to get to 170: ~200 gold, not complaining... I got lucky and can afford it, but others can't - they have to go on a mob grinding spree)
My suggested changes:
1. Shattered Figurine - right now, you can only lvl up to 7 with it. This leads to almost no armor for low lvls in the auction house anymore.
----->> increase the potential gain up to 45, low lvls still can make some money from low gear and it's not too easy.
2. Critical Failures
There are just too many. Decrease the rate a bit. Even if it's just a hidden base percentage for having a success (like 10-20%) and the other % shown just add onto it.
3. Critical Success
Haven't seen any so far but there should be a chance to get blue fragments from green items and epixxx from blue ones.
4. Skill ups
Right now, skill ups come in strange waves (a row of skill ups) that don't seem to be logical. No skill up for an item that only had a 45% chance but one for an item that had a chance of 77% chance.
----->> if it's a chance to be successful of about 45%, there should always be a skill up, if it's a chance of 55% a 50% chance to get a skill up, if it's about 65%+, only a 25% chance
5. Item spread
Right now, only doom-caller will give you lvl 125 fragments. Slightly above or slightly below, it's 100 or 150.
----->> allow some of the rvr items to be salvaged like the 26 ones (the lvl 26 cloaks are salvagable but give 150 fragments) - don't know what's less work: just allowing one of those rvr armors or generally allow rvr gear to be up for salvaging
