Is there some way to start in the other zones?

I believe /stuck sends you to your pairings starting zone

If that doesn't work run to the empire/chaos warcamp and fly to your pairing, you have the flight paths unlocked. Be warned though that T1 can be quite a ghost town atm, most of the action will be at T2.

Races other than Empire/Chaos have their book of binding bound in their respective starting zone by default.
