New Player Tank Sanity Check

Been playing a little over a month (played some on Live as well).
I am trying out a lot of different roles, but I have been focusing on Chosen as my main. I am only level 32. I wanted to run my general approach by the board to see if I am basically on the right path.
For PvE leveling, I go 2h. With that, the dreadful agony aura and the M2 Raze, I am chew through lesser mobs pretty easy.
For PvP (and I mean almost exclusively Scenarios, getting into a warband is tough) I go SnB and use this:

The general idea to just be a big old hassle. I use the AP drain, anti-healing and toughness aura. I also used the anti-direct heal tactic and the AP drain tactic with Withering blow. SInce I usually don't die quickly, I use that time to wear down the opponents.
I tend to open skirmishes with Challenge and follow up with Hold the Line. I liberally use Taunt. I always use Guard, but not the best at following them.
After that things get a little more chaotic. I either take on those trying to break into our backline (other tanks with some mdps) or sometimes get in the healers face. I rarely kill healers. Heck, I rarely make a dent. But I figure I am still wearing down their resources.
FWIW, I am often at the top of the protection scores. And I see that as my goal rather than killing. Protecting and harrassing.
So is this a decent strategy? At least at my level?
Lastly, (puts on Kevlar) what I am doing wrong/what can I do better?
