suggestion: de-bolster instead of chickenise

Think that this is a fairly obvious idea, but didn't find it via forum search.
I would like to see chicken debuff replaced with downshifted level cap on lower tiers. For example, player with lvl 32 stay as 32 in T4, become 30 in T3, 20 in T2 and 10 in T1. From one hand such approach will (at least partially) solve problem with depopulation of lower tiers, from other - will make purple rvr items actual for entire gameplay.
There are few difficulties - first of all it is hard to say what will be with mastery tree, may be it worth to keep separate profile for each tier.
Have my own interest - in original game i loved elven t3 and disliked t4 at all but had not a way to stay in my favorite area

not that i know too much about the mechanics and such, but if you get downscaled, and your health and abilities get downscaled, dmg wise and such. you still would have the knockbacks, punts and such. over the people who werent downscaled. mainly thinking lvl 1-15 or so, sorry dont remember when you begin to get those, special abilities.
that would mean people form higher lvls would have to join the fight, if lets say a party of downscaled lvl 26 destro came and steamrolled.
i dont know if this would pose a problem, ive just thought about it often. Im all for the idea, but my experience is many mmos, were you have to rely on people to come, often it doesnt happen, and thus the fight becomes very one sided.

It would also help to repopulate the lower tiers but as stated above, the abilities are still there, therefore ...

Wait, they did a fix, from what i know, to avoid lvl12+ in t1 rvr. Before the fix you could use your newly obtained abilities, after the fix they were greyed out as long as you were in t1 rvr area and your leveled read 12-1. While I think it's possible to nerf people there, i don't know what to do with scenes, because of current brackets tied to levels. You can't really choose your scene tier. But I'd love to see this working. Since there's quite a disadvantage now with new level cap, which is - ppl get past 12-21 bracket pretty fast and in the end have less medals, resulting in less HP/AP bottles available to them, unlike players who made it to 21 before cap raise and managed to farm sc wep+ lots of medals.

Debolster locks abilities out on the client, as Radiantknight says.

i.e. greyed out all abilities or only "too high" for this tier? in latest case it exactly what i hoped to

This COULD work, but It would need a lot of attention. Would a lvl 25 at T1 rank 11 be as strong as a regular lvl 11? That never worked perfectly, so it could hurt the experience for the players in their "correct" tiers.

In the Return to Ekrund LE, players were debolstered to level 10. Level 11-15 characters actually had an advantage against debolstered players. It worked fine.

Some areas of the calculation use true level instead of effective level and would be gotchas if we were to do something like this. I think armor and resistance scaling is one of them.

Well. It could be a lot of questions, concerned with level recalculation on the fly. May be another approach more realistic - console command, like /switch t1 and relog to change character level? Less handy, but ..
Or console command /noexp to stop leveling?
