Change Improved Flee to not remove morale

Title
Currently this is an expensive utility that precludes you from running the meta FS3 + Crit 3 in renown, and means you are never likely to hit M3 / M4 in a protracted fight. It's already a niche pick, but if you don't have something to keep up with MDPS root break + charge you are often just watching the fight not participating in it. For 25 RRs this skill should be stronger to warrant people wanting to spend on this instead of just pure combat stats

Don't run from fights is your solution. Those RR point are better spent somewhere else.

Yeah might as well take away charge from MDPS then. I see a lot of MDPS use it to flee fights.

I do use flee to get in fights as it doesnt break on ability used. so if you get hit by snare, you can break it and still have speedbuff in, or hit enemy who has flee and not to be left behind-
I use improved flee with all my tanks, and on engi too as its superb for kiting (ok, that might be running away)

Point is OP wants something that is called "improved flee" to not remove your morale, no need to change direction of this discussion on what you actually can do with it and/or how you guys are using it. You don't want morales removed mid fight -> don't flee.

As to OP, I think level 1 should extend flee by 5 and not stop AP regen, level 2 should not take morale or AP.
The equivalent that you can get for 25 points (1 &2) These are always on, passive effects.
2 Stacks of -Crt (8%)
2 stacks of defen (parry 7% / block 3%)
or
1 stck TB -4% crit damage
