Transferring installation to new PC

Does anyone have some insight as to what I need to do to make sure everything on my new pc is exactly as it was on the old one in RoR? Same settings, same addons, etc

you can either install RoR on new PC again from the installer and then copy the Interface and user folder from old install over.
or you can copy the entire RoR folder to new PC (might need to reinstall directx9c again then)

You can just copy the entire game folder to the new pc via a flash drive / network. Current version is like 12-13gb. That will save you redownloading most of the game.
What you really need is the interface folder for addons and the user folder for all your characters. Both folders are in the base installation folder.
