New to the game : Where find Builder Ingame

Hi, i start on this server today and i don't find the builder ingame for spec my character, that's unlock when you have the required level, or it's pnj i don't find? (builder for spec the char with new spell and tactic i talk)

You need to be lvl 11 if iam not mistaken, and you have to visit a trainer to spend masterypoints (or even view the mastery trees). Trainers can be found in chapterhubs, warcamps and capitol cities.
