Against the wicked epic quest

Before I submit a bug, can someone confirm where to find a clue during the 1st step of this quest in Altdorf? I can't find any interactive objects in the area marked on the map, neither could two other players in the last few days. And there's zero information online about this quest.

Can you tell us the starting quest NPC please, so other ppl could check that ?

Lector Sieghart. He can be found on the right side of the Temple courtyard.

I searched twice everything in the surroundings (on marked area and slightly off zone), and could not find the clue mentioned.
Tried every NPC, barrels, stuff inside every house and merchants, bank, old tunnel entrances, nothing to be found for this qust to advance.

Im not 100% sure, but this quest is either bugged or not fully implemented yet. It's also on the bug tracker
