[QoL] Add an option to mute mount-up horn sound

When any nearby friendly player mounts up, the game plays a short sound. For Empire and High Elf mounts this is a very annoying horn toot. In crowded RvR zones, especially after a large fight when a full warband remounts at once the constant horn sounds drown out all other sounds tracks.
It would be a very nice nice QoL feature to be able to silence or lower the volume of other players mountup sounds, either through a toggle or a separate volume slider.
At this point I would settle for any monkey wrench solution to disable them completely without disabling other sounds in the process.
