Dmg calculation for Slayers spellbreaker

Hi all,
does anyone have insight on the damage calculation for the additional hits of Slayers Spellbreaker?
I've noticed that the damage ingame is significant lower than the tooltip 'suggest', compared to the skills initial hit.
Bugreport has been done (0025219), though I assumed the additional hits do not profit from the furious/berserk damage bonus and wrote it that way.
According to Zumos, at least on the dev server, the additional hits are affected by the bonus.
It still feels off, so here are some numbers as examples:
Tooltip - initial hit 650, additional hit(s) 532 (~81% of the intial hit)
hits on keep lord -
Your Spellbreaker hits Juni Dreadsong for 1061 damage. (398 mitigated)
Your Spellbreaker hits Juni Dreadsong for 400 damage. (85 mitigated) (-> ~33% of the initial hit)
hits on player -
Your Spellbreaker hits xyz for 491 damage. (419 mitigated)
Your Spellbreaker hits xyz for 264 damage. (58 mitigated) (-> ~35% of the initial hit)
So the additional hits seem to be missing a bunch of damage. Are they under different mitigation constraints or is there some kind of proc cap?
Maybe some of the more experienced calculators here can tell if this is a bug to be reported or working as intended.
